Why the whole scope belongs on one contract

Underground builds do not usually fail on the drilling. They fail at the seams: the bore crew waiting on the plow crew, the blowing crew arriving to find duct nobody proofed, the restoration nobody wrote into scope, the riser where the underground contractor's work ends and the aerial contractor's has not started. Each of those is a handoff, and every handoff is a place for a schedule to slip and for two companies to disagree about whose problem it is.

Running boring, plowing, blowing, excavation, waterline, and aerial in-house turns those handoffs into scheduling decisions. That is most of what an owner is buying when the whole package goes to one contractor, and it is why we would rather bid the full scope than one slice of it.
